Mr. Davis has been a pathfinder in developing and implementing successful strategies for clients in the evolving and changing electricity industry. Since receiving his B.A and M.A. in economics from the University of Montana, he has developed and executed commercial and regulatory strategies for private sector clients in the electricity industry and also developed and implemented public policies for the industry.


Since 2005, Mr. Davis has been an integral member of small development team for TransCanada’s Zephyr Power Transmission Project, an 1100-mile, $3 billion HVDC transmission line, which was the first major interstate merchant transmission line in the United States to be fully subscribed with 3000 MW of wind generation. Mr. Davis focused on the commercial aspects of the Project and developing the necessary business and regulatory strategies to get it fully subscribed. This work included developing the first-of-its kind Precedent Agreement for fully subscribing the wind-driven merchant transmission line and securing a precedent-setting FERC order granting Zephyr negotiated rate authorization using an “anchor customer” business model. Mr. Davis initiated and developed relationships with customers; developed commercial, regulatory, transmission siting and political strategies and recommendations; negotiated agreements and maintained relationships with potential and ultimate Zephyr customers. Mr. Davis evaluated market, political and transmission siting developments that impacted the Project and provided assessments and recommendations to TransCanada. Mr. Davis monitored state and federal regulatory developments that impacted the project, developed regulatory strategies and recommendations and drafted and participated in regulatory filings and proceedings. Mr. Davis represented the Project in different regulatory, transmission siting, commercial, industry and political forums and meetings. Mr. Davis also performed similar work on TransCanada’s Chinook Power Transmission Project, an 1100-mile, $3 billion HVDC transmission line that was a companion project to Zephyr.

Since 2000, Mr. Davis has monitored state political and regulatory developments in the Western US and provided strategic, regulatory and political advice and recommendations to Powerex, the power marketing subsidiary of BC Hydro. Mr. Davis was responsible for developing and maintaining Powerex’s relationships with utility regulators and Governors’ energy advisors in the Western US. Mr. Davis also represented Powerex at the Western Governors Association, the Western Interstate Energy Board (Governors’ and Premieres’ energy advisors from 12 western states and 3 western provinces) and the Committee on Regional Electric Power Cooperation (a formal organization of western state and provincial regulatory commissioners and energy advisors that meets twice annually and is charged with improving efficiency in the western interconnected electric power system).

From 2000-2005, Mr. Davis represented the Northwest and Intermountain Power Producers’ Coalition (NIPPC), PPL Montana, and PPL Energy Plus in developing the Grid West independent system operator proposal. Mr. Davis worked to design and develop proposals for the transmission and ancillary services markets in Grid West and represented generators and marketers on the Grid West RRG, which was the stakeholder congress that set the broad policy direction for Grid West. Prior his Grid West work, Mr. Davis was instrumental in the formation and served on the initial Board of the Western Regional Transmission Association, which was the first regional transmission group formed in the United States and covered the western interconnected electrical grid. Mr. Davis has been at the forefront of merging economic, political, environmental and engineering considerations and looking at new alternatives to find better and more efficient solutions to transmission problems in the West.

Mr. Davis served as the Chair of the Legislative Strategy Group for the Western Interconnection and, as the Chair of the small Strategy Group, was instrumental in developing the strategy, successfully negotiating, briefing Congressional staffs, and lobbying the provisions for Western deference and delegation in the Reliability Title of EPAct 2005. These provisions made the Western Electricity Coordinating Council (WECC) legally responsible for developing and enforcing reliability standards and otherwise managing the reliable operation of the interconnected transmission system in the West. Mr. Davis was part of a team that crafted the governance proposal to reconstitute WECC as a new independent organization. He has also served as a consultant to the Keystone Center, a national consensus building organization, on transmission policies and interstate transmission line siting.


From 1983 to 1996, Mr. Davis served as the Chief of the Energy Planning and Analysis Bureau and was responsible for directing the State of Montana’s energy policy team, which provided economic and policy analysis and recommendations in all energy sectors—electricity, natural gas and petroleum. From 1996 to 2000, Mr. Davis was a technical advisor to Montana's Governor's office on electric transmission issues, power planning, and electricity restructuring, which including negotiating and lobbying legislative proposals and directing State interventions and serving as an expert witness on behalf of the Governor’s Office before the Montana Public Service Commission.


Mr. Davis co-owned and served as the business and financial manager for the Helena Montessori Center.  In this capacity, he was responsible for the day-to-day financial management of the business, negotiating contracts, negotiating the original purchase agreements, growing the business from a $50,000 to $150,000 annual business, and negotiating the sale of the enterprise.  Mr. Davis presently serves as the Corporate Treasurer and Business Manager for Clearwater 93, LLC.
